I have to point out two other things though: Shouldn't take you more than an hour to fully evaluate this. What I can suggest doing is to make a separate save, expand your map to 81 tiles and then just roughly draw some extra roads to fill in the areas that you think you'd fill in, zone them, then run the game and see how it performs.
